Such a primary network system will have a fixed maximum capacity for traffic depending upon its design and dimensions. The number of vehicles entering or leaving one of the areas enclosed by the grid should not exceed the capacity of the network and the roads connecting it to the area. If, for example, through the provision of too many parking spaces, the area attracts or generates more traffic at the peak period than the network can carry, then congestion will result and there will be an enforced lengthening of the peak period.
