The foregoing conclusion made us realise that we would not get very far unless we could relate our study area to a network, and form some idea of the amount of traffic the network and its links with the area could deal with. We were in no position to devise a network for the centre of London, yet we felt we knew enough to be quite sure that a primary network would be required if only to deal with essential traffic. The only basis on which we could proceed was to make some assumptions with regard to the centre of London as a whole, and the relationship of our study area to it.
