The relationship between the cost, accessibility and environment of the various central area schemes is examined in some detail in Appendix 2. It sets out the probable costs and assesses the level of accessibility and environment of each scheme. The appendix explains how cost-benefit analysis can be used to assist in the making of a rational choice between alternatives, particularly public investment alternatives.
